Deputy Head of Office

CARE Bangladesh is hiring a Deputy Head of Office for its Cox’s Bazar Regional Office to lead the Rohingya Refugee Response programme operation and programme support functions as a Senior Management Team member.

Responsibilities

  • Provide oversight and leadership to the Rohingya Refugee Response programme, ensuring quality and accountability
  • Line manage programme and project managers and sector leads; matrix manage Finance, HR and programme support
  • Lead resource mobilisation, budgeting and donor negotiation with the Dhaka team
  • Represent CARE with donors, government and the Rohingya Coordination Platform in Cox’s Bazar
  • Build capacity of line managers and partner agencies and ensure compliance

Qualifications

  • Master’s degree in International Development, International Relations, Humanitarian or Disaster Management, Social Science or a relevant field
  • Minimum 8 years in humanitarian response, including at least 5 years in programme management, leadership and design
  • Strong programme development, fundraising and grant management experience with international donors
  • Experience managing multi-million-dollar budgets and multidisciplinary teams
  • Strong representation and negotiation with governments and donors
