Project Brief

In partnership with Educate a Child (EAC) under the Education Above All (EAA) Foundation, BRAC is implementing a four-year project, “Inclusive Pathways for Learning and Resilience in Bangladesh,” dedicated to reintegrating 76,000 out-of-school children across 12 districts in Bangladesh into the mainstream education system.

The project utilizes an accelerated primary learning model, prioritizing girls and children with disabilities in high-dropout, high-poverty and climate-vulnerable areas. It addresses the root causes of exclusion through a holistic approach that integrates foundational education with essential health services, including nutrition, vision and hygiene support, while empowering 15,000 youth to spearhead climate resilience actions.

Together, these efforts aim to create a community-driven ecosystem that enables children to recover their education and supports communities in building a more sustainable and resilient future.

Job Purpose

The position will be responsible for ensuring effective delivery of technical and operational activities by managing a multi-layered field structure, including Divisional Managers, Upazila Managers and Programme Organisers.

The primary objective is to provide leadership in maintaining quality and transparency across overall field operations while enrolling out-of-school, dropout and never-enrolled children into the BRAC education system as per the project plan and supporting their transition and mainstreaming into the national education system.

Key Responsibilities

• Provide technical direction and operational oversight for all field-based activities, ensuring implementation according to project timelines.
• Prepare operational work plans aligned with the project log frame, targets, timelines and approved budget to ensure effective and timely implementation.
• Supervise field teams through regular coaching, mentoring and performance monitoring.
• Maintain strong coordination with local government authorities, including Upazila-level UNO, Upazila Primary Education Officers, District Primary Education Officers, influential community leaders, parents’ groups and local education institutions.
• Oversee administrative and logistical arrangements, including preparation and coordination for donor and stakeholder visits.
• Ensure efficient use of project resources and compliance with approved budgets and operational procedures.
• Coordinate procurement and distribution of quality learning materials and supplies for schools and ensure quality standards.
• Maintain accurate documentation of project activities, beneficiary data and operational records.
• Support the preparation of periodic progress reports and contribute to donor reporting requirements.
• Work closely with the MEAL team to monitor and assess learning environments across project locations, identify gaps and support timely corrective actions.

Safeguarding Responsibilities

• Ensure the safety of team members from harm, abuse, neglect, harassment and exploitation to achieve the programme’s safeguarding goals.
• Act as a key source of support, guidance and expertise on safeguarding to establish a safe working environment.
• Practice, promote and endorse safeguarding policy among team members and ensure implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Educational Requirements

• Master’s Degree in Management, Education, Social Science, Development Studies, Public Administration, International Relations or any other related subject.

Experience Requirements

• Minimum 5–7 years of experience in field operations in the Education sector, particularly in managing or leading field operations.

Additional Requirements

• Excellent communication and stakeholder engagement skills across diverse contexts.
• Strong analytical, interpersonal and facilitation skills.
• Demonstrated expertise in designing and developing training modules, workshops, short courses and other learning interventions.
• Proven ability to facilitate and lead training sessions, workshops, meetings and group discussions.
